[soci-users] [Ticket #247] Add MinGW build to Travis CI

Folks,

Following recent issues about building SOCI with Cygwin and MinGW,
I looked around and I think at least the latter may be solved with Travis CI:

Perhaps some MinGW users would be willing to work out
MinGW setup on Travis CI for SOCI and submit pull request.
